Abstract: TARGET (Transformative, Adaptive, Responsive and engaging Environment) is an Integrated Project in FP7 whose main aim is to develop a new genre of TEL environment that supports rapid competence development in multiple domains. TARGET is primarily aiming at the two competence domains of project management and innovation. Knowledge about the competences characterising these domains is essential to building scenarios to be employed in TARGET. Identifying and structuring these competences also enables developing tools for assessing the learner’s competence profile at the beginning of the learning process, as well as tools for the continuous monitoring of competence development the learning process. This deliverable presents the key and emerging competences that the TARGET project has identified for initially for the content areas of Project Management and Innovation, and since the EEU-extension also for Sustainable Global Manufacturing. Some of the key and emerging competences have been further elaborated and defined in order reach the level of detail required for serving the purpose of feeding input into the game scenario and story creation and also for assessment of learning outcomes. The latter has been achieved on a proof of concept level regarding some sub-competences in the work falling under Behavioural and Performance indicators but this branch of work is explained in more detail in D4.4. Within the context of this deliverable the standardising work related to competences has been looked into and reported. In addition, also other EU funded projects relevant for this theme have been investigated in order to make use of and build upon previous work. This deliverable also presents the process of how the need to develop a new competence modelling framework was arrived at and how the OKEI Competence Modelling Framework was developed. A new version of this deliverable will be released in month 33 of the project (September 2011). The updated deliverable will focus on the TARGET project’s experiences from applying Project Management, Innovation and Sustainable Global Manufacturing competences in the TEL environment available at that stage. In addition, there are plans to further elaborate the Organization and Environment factors associated to competences based training in companies, and how this should be taken into account when designing TEL environments.
