They claim that "Because it is preoccupied with deliverables, accepted project management practice is flawed."
They propose an alternative, based on an Input-Transform-Outcome (ITO) Model of a Project, which "seeks a flow of target outcomes for the organisation investing in the project". They give examples of how their model can be applied to the benefits that stem from properly-executed projects. They consider various types of project triggers, for example resulting in Strategy Implementation projects (to realize the organization's strategic plan) and Imposed projects and Opportunistic projects (which should be aligned with the strategic plan).
